\"\"On October 29,\u00a02009 at 12:35 pm, torture happened at Moneti Zanighe Holiday Baby House Center<\/span><\/strong> (Kuma KomPrea Keo San center)\u00a0in Boeng Khayang village, Boeng Khayang commune, Kandal Stoeng district, Kandal Province.\u00a0Mr. Meth Narong,\u00a0director of this center, called three of his boarders in his office:\u00a0questioned Chung Phanith, male, 16, Mr. Sanh Nimol, male, 14, Mr. Soth Tra, male, 14. When they entered the room, Mr. Meth Narong ordered Sanh Nimol to get a TroBoek Prey stick, as\u00a0thick as a toe and of\u00a0almost one-meter length. Meanwhile, he blamed the three boys for having taken\u00a0their mattress to sleep outside their room, which have been bitten and damaged by a dog. Then he started to hit Chung Phanith 6 times, and then to hit Soth Tra without letling him saying anything, untill he wounded his hands, back, both forearms and bruised his\u00a0body. When Soth Tra failed down, Mr. Meth Narong tried to pluck\u00a0up his hair and\u00a0hit his right eyebrow until he bled. He also expeled him from the center. Meth Narong\u00a0asked Sanh Nimol to come in and\u00a0beat him 10 times.<\/div>\n

Victims have been referred to ADHOC for assistance. According to them and to the witnesses: On October 27,\u00a02009 at 8pm, the three victims had taken their mattress to sleep outside without asking the permission from the wet nurse.\u00a0The\u00a0day after,\u00a0a dog bitted\u00a0and damaged them. On\u00a0October 29,\u00a02009 at 12:35 pm, after lunch, Mr. Meth Narong,\u00a0director of the center, called the three boys in his office: Chung Phanith,\u00a0Sanh Nimol and Soth Tra. When they arrived, Mr. Meth Narong asked Sanh Nimol\u00a0to get a TroBoek Prey stick and blamed them for having taken the mattress to sleep outside the room. Then he questioned the three boys: “If all of you have enough money to\u00a0compensate for\u00a0this matter, it will be ok, but if you don’t, I will hit\u00a0you”.\u00a0The three boys answered\u00a0they\u00a0had no money.\u00a0Therefore, Mr. Meth Narong started to hit Chung Phanith 6 times.\u00a0He called Soth Tra to come in, asked him to unfold his hands\u00a0and hit 5 times until\u00a0a hand\u00a0bled.\u00a0Soth Tra failed down. Mr. Meth Narong tried to pluck up his hair and hit his both arms many times as well as his right eyebrow untill he bled. He also expeled him from the center. The damaged mattress belonged to Sanh Nimol. Mr. Meth Narong\u00a0asked him to\u00a0come in,\u00a0and he hit his arms, head and his bottom 10 times.<\/p>\n

Soth Tra was walking in tears and blood out of the back wall when he met a gentle person who\u00a0took\u00a0him to the Boeng Khayang commune hospital\u00a0where a\u00a0doctor took care of him and treated his wounds. All villagers decided to find a way to\u00a0deal out justice to the victim: they went to\u00a0ADHOC’s provincial office. ADHOC intervened immediately towards the military post\u00a0and the Boeng Khayang administrative military post\u00a0 to cooperate with the Kandal Stoeng police to arrest\u00a0the suspect and legally\u00a0detain him at the district police station.<\/p>\n

Moreover, the villagers\u00a0along with\u00a0the other children who\u00a0live in the center reported\u00a0that\u00a0in the past, other orphans had already been bitten\u00a0with\u00a0little mistakes from Mr. Meth Narong.<\/p>\n<\/div>\n

Conclusion<\/strong><\/div>\n
According to the investigation, this case is a kind of serious wound and torture.<\/div>\n
After getting the information ADHOC’s provincial\u00a0staff monitored the case and took the victim to a safe place.\u00a0They\u00a0called\u00a0the\u00a0competent person at\u00a05 pm and\u00a0the criminal authority (district) came to take over. The\u00a0suspect was put in\u00a0detention at the police station on\u00a0October 30,\u00a02009, then\u00a0brought to the court where he’s been accused and condemned to detention.<\/div>\n","protected":false},"excerpt":{"rendered":"
